Brems-Chopper is a brutally brushed-motor-based electric bicycle named after the giant Infineon IGBT module that goes between the battery and the motor.  The module was designed for electric braking of subway trains, and is referred to in the datasheet in German as a Brems-Chopper (English: Brake-Chopper).
